Unscrew the wingnut and remove the washers and pvc pipe....now tighten the small nut that's against the rollerblade wheel till it's hand tite....now you can use some lock tite on the threads of the bolt near the small nut that's against the rollerblade wheel, this will prevent it from coming loose.
